INVITATION TO BID (ITB)

NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Nassau County, Florida invites sealed bids for:


​STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) REHABILITATION PROJECT BID NUMBER NC18-018

​ Nassau County seeks to bid and build all necessary improvements associated with the State Housing Initiatives Partnership program pursuant to Section 420.907-9079, Florida Statutes and Chapter 67-37.077 Florida Administrative Code. The purpose of the program is to meet the needs of the very low-income households, to expand production of and preserve affordable housing, to further the housing element of the local government comprehensive plan specific to affordable housing.

​ Nassau County serves as the recipient and administrative agent for these grant funds.

​ This Invitation to Bid is for One (1) home, which is located in the area of Nassau County. The rehabilitation units to be assisted are currently owner occupied.

​ Bids shall include an original and two (2) copies, must be in writing, and shall be provided by the Bidder addressed to: Nassau County Board of County Commissioners, c/o John A. Crawford, Ex-Officio Clerk, Robert M. Foster Justice Center, 76347 Veterans Way, Suite 456, Yulee, Florida 32097. Bids will be received no later than Tuesday, August 21, 2018 at 4:00 p.m. Facsimile bids will not be accepted. Bids will be opened and read on Wednesday, August 22, 2018 at 10:00 a.m., or there soon after, at the office of the Ex-Officio Clerk, Robert M. Foster Justice Center, 76347 Veterans Way, Suite 456, Yulee, Florida 32097.

​ MANDATORY WALK-THROUGH: A mandatory walk-through will be held at the project site on Wednesday, August 8, 2018. See the bid documents for the specific time schedules and locations.

​ Contractor Pre-Qualification
​ All licensed general contractors and sub-contractors who wish to participate in the Nassau County SHIP program must submit a complete application and be approved by the Nassau County SHIP Coordinator. This approval is based on qualifications and references. Upon approval contractors will be added to the master list of qualified contractors. A list of the current pre-qualified contractors is provided in the bid documents.

​ In addition, provided in the bid package is the “Contractor Handbook, SHIP Housing Rehabilitation Demolition and Reconstruction Programs, Florida Housing Coalition, July 2008- updated by Nassau County June 2016”, attached therein as Exhibit “1”. Contractors who are interested in being pre-qualified and added to the master list of qualified contractors are encouraged to fill out and submit the application and all required documentation.

​ To expedite the review of bids, NASSAU COUNTY IS REQUESTING APPLICATIONS TO BE SUBMITTED PRIOR TO THE BID OPENING DATE, at the office of Carol Gilchrist, SHIP Coordinator, 96135, Suite 2, Nassau Place, Yulee, FL, 32097. Any Contractor submitting a bid who has not submitted the pre-qualification application will not be considered.

​ No BIDS may be withdrawn for a period of ninety (90) days after closing time scheduled for receipt of BIDS.

​ The OWNER reserves the right to reject any and all BIDS and waive all informalities in whole or in part, with or without cause, and/or to accept the bid that, in its best judgment, will be for the best interest of Nassau County, Florida.

​ A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a proposal/bid on a contract to provide any goods or services to a public entity, may not submit a proposal/bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit a proposal/bid on leases or real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor or consultant under contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, Florida Statutes, for Category Two for a period of thirty-six months from the date of being placed on the convicted vendor list.

​Effective July 1, 2012

​Amendments to Public Meetings and Public Records Laws for Government Contracting:

​ Pursuant to recent changes in Florida Statutes Chapter 119.071 (General Exemptions from inspection or copying of public records) the bid opening process is temporarily exempt from Public Records requirements, except bids received pursuant to a competitive solicitation for construction or repairs on a public building or public work. Information may be released to the public once the Board provides a notice of intended decision or 30 days after the bid opening, whichever is earlier. Pursuant to recent changes in Florida Statutes Chapter 286.0113 (General exemptions from public meeting requirements) any portion of a meeting in which negotiations with a vendor is conducted as part of the “competitive negotiation” process at which a vendor makes an oral presentation or answers questions as part of the “competitive solicitation” process are exempt from public meeting requirements until the Board provides notice of an intended decision or until 30 days after bid opening, whichever is earlier. Any portion of a committee meeting at which negotiation strategies are discussed is exempt. A complete record shall be made of any portion of an exempt meeting; no portion may be held off the record. The recording of and any records presented at the exempt meeting are exempt from FS119.071 until such time as the board provides notice of an intended decision or 30 days after opening the bids, proposals or final replies. Please refer to Florida Statutes Chapter 119.071, Chapter 255.0518 and Chapter 286.0113 for further details.
